The last decades of the Tang Dynasty were marked by continuous political turmoil. Zhu Wen, the Governor of Xuanwu Command, possessed a strong army and was very powerful. As Luoyang was within his territorial control, he forced the Tang Emperor Zhaozong to relocate the capital from Chang'an to Luoyang, so that he could exert greater influence over the imperial court. He harboured an ambition to usurp the Tang throne.
